What does RED 2014/53/EU mean?
Directive 2014/53/EU (RED = Radio Equipment Directive), later supplemented by 2022/30/EU, defines requirements for safety, health protection, electromagnetic compatibility, efficient frequency utilisation and cyber security for radio equipment in the EU. At the end of January 2025, EN 18031 was finally adopted on this basis, which will be binding from 1 August 2025.

The European Commission has established the RED requirements in the “harmonized standard” EN 18031. These standards allow manufacturers to self-declare compliance, meaning external certification by “notified entities” is usually not required.

Which devices are covered by the RED Directive?
The RED Directive (Radio Equipment Directive 2014/53/EU) applies to all electrical or electronic devices that use radio waves for communication or positioning. This includes both end devices and transmitters — regardless of whether they are fixed or mobile.
